摘要
在公共权力的研究中,对公共权力的监督一直是研究者不可回避的问题之一。近年来,四川省开展的"阳光问廉"活动创新了舆论对公权力的监督模式,综合运用"舆论监督+纪检问责+群众测评"的立体监督模式,打造全新的权力监督笼子,有力地推进了权力在阳光下的运行。自2015年在巴中市开始进行"阳光问廉"试点工作以来,至2018年已基本成熟定型并在全省21个市州普遍推广。通过这一活动的持续开展,有效突破了以往干群之间的沟通困境,架起了干群间的沟通桥梁,创新了权力在阳光下的运行方式,对于建立廉洁政府,密切干群关系,优化基层政治生态具有重要的意义和价值。
In the study of public power, the supervision of public power has always been one of the problems that researchers cannot avoid. In recent years, the 'Sunshine Integrity' activity carried out in Sichuan province has innovated the public opinion supervision mode of public power, and comprehensively applied the three-dimensional supervision mode of 'public opinion supervision + discipline inspection + mass assessment' to create a new power supervision cage, powerfully advance the publicity and transparency of power operation. Since the launch of the 'Sunshine Integrity' pilot project in Bazhong city in 2015, it has been basically matured by 2018 and widely promoted in 21 cities and prefectures across the province. Through the continuous development of this activity, the communication dilemma between cadres and masses in the past has been effectively broken through,the communication bridge between cadres and masses has been set up, and the mode of publicity and transparency of power operation has been innovated. It is of great significance and value for the establishment of a clean government, the close relationship between cadres and masses, and the optimization of grassroots political ecology.
