我们处在一个飞速变化发展的时代,网络科技使信息的交互传递演变出无数种可能的渠道,全球经济一体化的趋势迫使我们重新审视过去所熟悉的生产方式以及环境资源,既是机遇,又是挑战,这意味着传统需要以新的形式重新构建,才得以重生。民以食为天,食以粮为先,农业对我国社会发展的重要作用不言而喻,而河南作为传统的农业大省更是肩负重任。如何让河南的农业在新环境的冲击下持续发展?如何培育新型农业经营主体?这些已经成为了发展农业维护根基不得不提出的问题。而在服务型政府的视角下,政府应该如何给出有效答案,都需要进行分析和研究。
We are in an era of rapidly change and develop,and the network technology brought numerous channels for information exchange The trend of economic globalization forces us to rethink our production mode and environment resource once we used to familiar. It is not challenge but also opportunity. It means reform tradition. Food is the most important to the people,and crop is the most important to the food. It is clear that agriculture has significant effect on China's social development,and Henan as a traditional agricultural province holds an important position. How to achieve sustainable agricultural development of Henan in the context of new environment? How to foster this new type of agricultural management main body? These questions have to be asked in order to develop agriculture. And on the perspective of service- oriented government,the government needs to answer these questions effectively. It all needs to be analyzed and studied.
