摘要
党的二十届三中全会进一步强调要稳步扩大制度型开放。制度型开放侧重于“边境后”开放,强调国际国内制度的双向嵌入。从理论逻辑看,制度型开放离不开前期开放成果的支撑保障,推进过程应遵循生产力—生产关系—上层建筑动态适应的逻辑,秉持包容、普惠、共赢的原则。稳步扩大制度型开放需要有序扩大制度型开放的开放范围、稳步拓展制度型开放的开放领域、不断提升制度型开放的开放层次。
The Third Plenary Session of the 2Oth Central Committee of the Commu-nist Party of China further emphasized steadily expanding institutional opening up.Institu-tional opening up focuses on"behind-the-border",and it emphasized a bi-directional em-bedding between international and domestic systems.In the view of theoretical logic,insti-tutional opening up needs the prior outcomes of opening up as support and guarantee,while the process should keep in line with productivity-production relations-superstructure dynamic adaptation logic,and follow the inclusive,generalized beneficial and win-win principles.Steadily expanding institutional opening up requires an orderly expansion of its scope,a steady expansion of its areas and a continuous upgrading of its levels.
