摘要
伴随着经济全球化发展出现的新趋势、新形势,我国新一轮高水平开放正在由商品和要素流动型开放向规则等制度型开放迈进。文章着眼于推动我国新时代对外开放,阐述了推动制度型开放的重要性与必要性,回顾了我国推动制度型开放的实践探索,分析了我国推动制度型开放面临的挑战,重点从深度对接国际高标准经贸规则、创新探索新兴领域规则、积极参与国际经贸规则重塑三个方面提出了推动制度型开放的路径和举措,以此顺应乃至引领新一轮经济全球化发展,助推我国在贯彻落实新时代对外开放战略中实现新一轮高水平开放。
With new trends in economic globalization under the new condition,the new round opening-up at a high level in China embarks on a path of institutional openness,instead of being driven by flows of goods and fac⁃tors of production.For that to happen,this paper expounds the importance and necessity of institutional openness,reviews the practices China conducted,and analyzes the challenges China faces.Furthermore,it proposes three points as follows:align with international economic and trade rules of high standards,break new grounds in the rule-making of emerging areas,and be committed to the reform of international economic and trade rules,so as to conform to and even be a front-runner of a new round economic globalization,and to facilitate a new round open⁃ing-up at a high level during implementing the strategy of opening-up in the new era.
