摘要
新兴数字技术正逐步打破基层治理的传统界限,推动其从功能碎片化向整合治理迈进。尽管数字技术在基层治理中可能引发“数字悬浮”“指尖上的形式主义”等问题,但实践证明,数字化是提升基层治理效能的关键。基于整体性治理视角,构建理念融合、责任聚合、组织联合和资源整合的四维分析框架,通过对民政部全国街道服务管理创新试验区的案例分析,发现数字技术赋能基层精细化治理的运行逻辑涵盖理念精准化、权责科学化、结构整体化和效果清晰化等方面。然而,数字技术在赋能基层精细化治理时面临理念转向滞后、技术运行差异、结构阻力较大和数据标准欠缺等实际挑战。为了优化数字技术赋能路径,需更新治理理念、构建良好的治理环境、优化治理制度、保证治理成效。
Emerging digital technologies are gradually breaking down the traditional boundaries of grassroots governance,promoting its transformation from fragmented functionality to integrated governance.Although digital technology may cause problems such as “digital suspension” and “formalism at the fingertips” in grassroots governance,practice has shown that digitization is the key to improving the efficiency of grassroots governance.Based on the perspective of holistic governance,a four-dimensional analysis framework is constructed,which includes concept integration,responsibility aggregation,organizational collaboration,and resource integration.Through case analysis of the National Sub-district Service Management Innovation Pilot Zone of the Ministry of Civil Affairs,it is found that the operational logic of digital technology empowering grassroots fine governance includes precise ideology,scientific rights and responsibilities,integrated structure,and clear effectiveness.However,digital technology faces practical challenges such as lagging conceptual shift,differences in technological operation,significant structural resistance,and lack of data standards in empowering fine governance at the grassroots level.In order to optimize the path of digital technology empowerment,it is necessary to update governance concepts,build a good governance environment,optimize governance systems,and ensure governance effectiveness.
