摘要
世界银行评估体系经历了从营商环境到宜商环境再到营商环境成熟度的转变,具体指标构成中的“开办企业”已调整为“市场准入”。相比于“开办企业”指标,“市场准入”指标从监管框架、公共服务、效率三个维度来评估市场准入环境,评估范围更全面,更加注重监管效率与监管质量的平衡,评估价值更具整体性,评估方法更科学。基于营商环境评估体系的变化,为提升市场准入环境、改善营商环境,我国需积极向法治化、透明化、数字化、国际化迈进,从立法、执法、司法、守法等诸多环节共同发力。破除“信息孤岛”,减少政企间信息不对称;丰富数字化服务供给,提高市场准入效率;坚持本土化与国际化相结合的原则,深化国际合作,构建具有中国特色的营商环境评价体系。
The World Bank's assessment system has evolved from evaluating the business environment to the ease of doing business and further to the maturity of the business environment.Specifically,the indicator for starting a business has been replaced by business entry.Compared with the starting a business indicator,the business entry indicator assesses the business entry environment from three dimensions:regulatory framework,public services,and efficiency.This change leads to a more comprehensive assessment scope,with a greater emphasis on balancing regulatory efficiency and quality.The assessment value becomes more holistic,and the methodology more scientific.Based on the changes in the business environment assessment system,to enhance the business entry environment and improve the overall business environment,China needs to strive towards legalization,transparency,digitization,and internationalization,working concurrently on legislation,enforcement,administration,and compliance.It is essential to break down"information silos"and reduce information asymmetry between the government and enterprises.Additionally,enriching digital service offerings and enhancing business entry efficiency are crucial steps.China should adhere to the principle of combining localization with internationalization,deepen international cooperation,and establish a business environment evaluation system with Chinese characteristics.
