摘要
新时代“放管服”改革面临着基本实现社会主义现代化的新形势,要求构建具有可预期性、市场决定性、服务优质性、引才竞争性、公平法治性、可持续性的国际一流宜商环境。党的十八大以来,我国“放管服”改革持续稳步推进,政府职能发生深刻转变,市场活力和社会创造力显著增强。我国“放管服”改革和宜商环境建设的总目标是:到2035年,基本形成具有可预期性、市场决定性、服务优质性、引才竞争性、公平法治性、可持续性与智慧性的国际一流宜商环境。为此,要营造可预测的政策环境与可预期的经济治理环境,加强对政府自由裁量权与经济干预权的监督和制约,优化面向全民的公共服务与涉企全生命周期政务服务,建立具有国际竞争力的国际人才准入与技术移民制度,完善科学的合规管理制度与竞争中性制度,推进可持续的生态治理与智慧治理。
Reform to streamline administration and delegate power,improve regulation,and upgrade servies in the new era is facing the new situation of basically realizing socialist modernization.It calls for building a world-class business enabling environment that is predictable,decisive in the market,high-quality in service,competitive in talent,fair in the rule of law and sustainable in the world.Since the18th National Congress of the Communist Party of China,China has made steady progress in the reform to streamline administration and delegate power,improve regulation,and upgrade servies,witnessed profound changes in government functions,and significantly enhanced market vitality and social creativity.The overarching goal of China’s reform to streamline administration and delegate power,improve regulation,and upgrade servies and construction of business enabling environment is to create a worldclass business enabling environment by 2035 that is predictable,market-decisive,of quality services,competitive of talents,fair and legal,sustainable and intelligent.To this end,it is necessary to create a predictable policy environment and predictable economic governance environment,strengthen the supervision and restriction of the government’s discretionary power and economic intervention power,optimize public services for the whole people and enterprise-related government services for the whole life cycle,establish an internationally competitive international talent access and skilled migration system,improve a scientific compliance management system and a competitive neutral system,and promote sustainable ecological governance and smart governance.
