摘要
在新发展阶段数字经济赋能农业农村现代化具有双重目标,既要实现从传统农业向现代农业的转变,又要实现农业农村的数字化。双重目标下数字经济能够在宏观、中观、微观三个层面赋能农业农村现代化发展,数字经济赋能农业农村现代化的机制有创新驱动机制、效率提升机制、分工协调机制、组织管理机制、供需结构机制、融资支持机制。新发展阶段双重目标下我国农业农村现代化的重点任务是:推动农业全产业链的数字化改造,提升农业产业链供应链现代化水平;推动数字农业科技创新,提高农业生产效率;推进数字化的农业经营组织体系建设,实现农业的数字化经营管理;以数字经济赋能农业发展,提升粮食等重要农产品供应保障水平;以数字经济赋能农业生态化,提高农业资源利用效率。针对新发展阶段数字经济赋能我国农业农村现代化的制约因素,双重目标下数字经济赋能我国农业农村现代化的路径在于:推进农业全产业链数字化,推进数字技术与农业农村深度融合;补齐农村数字经济短板,弥合城乡数字鸿沟;完善保障支持系统,提高数字经济赋能我国农业农村现代化的支撑保障能力;加强财政金融支持,拓宽数字经济赋能我国农业农村现代化的融资渠道。
In the new stage of development,empowering agriculture and rural modernization with the digital economy has a dual goal,which is to achieve both the transformation from traditional agriculture to modern agriculture and the digitization of agriculture.Under the dual goals,the digital economy can empower the development of agricultural and rural modernization at the macro,medium,and micro levels.The mechanisms by which the digital economy empowers agricultural and rural modernization include innovation driven mechanisms,efficiency improvement mechanisms,division of labor coordination mechanisms,organizational management mechanisms,supply and demand structure mechanisms,and financing support mechanisms.The key task of China's agricultural and rural modernization under the dual goals of the new development stage is mainly to improve the supply guarantee level of important agricultural products such as grain,and ensure the safety of agricultural product supply,to optimize agricultural production structure and regional layout,enhance agricultural quality,efficiency,and competitiveness,to promote the construction of a modern agricultural industry system and enhance the modernization level of the industrial chain supply chain,to promote the construction of a modern agricultural management organizational system and encourage the development of various forms of moderate scale operations,and to improve resource utilization efficiency and promote green and sustainable development of agriculture.In response to the constraints of digital economy empowering China's agricultural and rural modernization in the new development stage,the path of digital economy empowering China's agricultural and rural modernization under dual goals lies in promoting the digitization of the entire agricultural industry chain and promoting the deep integration of digital technology and agriculture and rural areas,making up for the shortcomings of rural digital economy and bridge the digital divide between urban and rural areas,improving the support
