摘要
现有研究很少关注农业农村现代化目标任务的层次性问题。锚定我国基本实现社会主义现代化的远景目标,基本实现农业农村现代化的目标任务可以分为总体目标、底线要求和主要任务三个层次。总体目标内涵丰富,而两个底线要求,分别是"确保粮食安全和重要农产品有效供给"和"坚决守住巩固脱贫攻坚成果决不能出问题",对基本实现农业农村现代化具有特殊重要意义。在分析基本实现农业农村现代化总体目标和底线要求的基础上,提出了稳慎优化农业农村/城乡国土空间开发关系等推进农业农村现代化的8项主要任务。
The current research pays little attention to the levels of goals and tasks of agricultural rural modernization.Anchoring the long-term goal of China’s basic realization of socialist modernization in 2035,the goal and task of China’s basic realization of agricultural and rural modernization in 2035 can be divided into three levels:overall goal,bottom line requirements and main goals.The overall goal is rich in connotation,while the two bottom line requirements are"the food safety and effective supply of major agricultural products should be ensured"and"the gains in fighting against poverty should be continuously consolidated",which are of special significance to the basic realization of agricultural and rural modernization.On this basis,the paper puts forward eight main tasks to promote the modernization of agriculture and rural areas,such as steadily and carefully optimizing the relationship between agricultural and rural areas/urban and rural land space development.
