摘要
重大突发公共卫生事件背景下如何提升社区的应急管理能力成为新时代基层治理现代化所必须面对的议题。“韧性治理”作为一种新思路,逐渐成为学界研究的热点。韧性社区以“韧”为特点,包含环境韧性、制度韧性、主体韧性与客体韧性的结构特征。本研究以南京市工人新村社区为例,从环境、制度、主体与客体四个方面分析了韧性社区机制构建,以及该社区在疫情期间表现出强大的应急管理能力。结合韧性理论与该社区的实践,探讨重大突发公共卫生事件背景下社区韧性治理的具体实现路径。
How to enhance the emergency management capacity of communities in the context of major public health emergencies has become a necessary issue for the modernization of grassroots governance in the new era.As a new approach,resilient governance has gradually become a hot topic in academic research.Resilient communities are characterized by"resilience"and include structural features such as environmental resilience,institutional resilience,subject resilience,and object resilience.Taking a typical example of resilient communities,Nanjing Workers'New Village Community as an example,this study analyzes the construction mechanisms from the four aspects of environment,system,subject,and object,and the strong emergency management capabilities of this community during the epidemic.Combining resilience theory with the practice of the community,we explore the specific implementation path of community resilience governance in the context of major public health emergencies.
