摘要
在当前中国语境下,国家自上而下的渗透与社会自下而上的生长,究竟会形塑一种什么样的社区治理形态?本文通过对T社区的个案研究,揭示了存在于城市社区中的"权威效能治理"模式。"权威效能治理"展现了社区中国家力量与社会力量之间的"权威—服从"关系,社会力量充当了国家渗透社会生活的结构性和功能性的"基础设施"。在"权威效能治理"模式下,所建构出来的是一种有限社会能动性和公共性的"管理型公共领域",其主要功能在于拓展国家的社区公共服务能力,以及协助国家实现对社区的"柔性控制"。
In contemporary China, the state permeates from top to bottom, and the society grows from bottom to top, what mode of community governance will be shaped? This article revealed the mode of 'authoritative effectiveness governance' in urban community based on a case study of T community. The mode of 'authoritative effectiveness governance' shows the relation of 'authority-obedience' between the state power and social power in community, and social power acts as the structural and functional 'infrastructure' for the state permeating to social life. Under the mode of 'authoritative effectiveness governance', there is a 'managerial public sphere' with limited social initiative and publicity, the main function of which is to expand the state's capacity of public services in community and assist the state to realize 'soft control' over community.
