摘要
返乡服务型精英是乡村治理的主体之一,其权威的构建对于实现乡村有效治理发挥着重要作用。基于K县X、Q、S村的调查发现,三位村书记都是典型的返乡服务型精英,集经济、精神、社会三要素于一体。在对乡村的适应性治理中,返乡服务型精英权威的构建大多经历“呼唤回归、历经曲折、获得成绩、大力发展”四个阶段,每个阶段的权威呈现出不同的特征。事实证明,返乡服务型精英在乡村场域的权威构建并不是轻而易举的,要在适应乡村环境、人情世故等过程中,反复调整认知和行动来不断破解乡村治理中面临的各种问题,从而取得治理成效并不断加以积累,最终获得村民的情感认可,其权威才能得以真正构建。
The returning service elite is one of the main bodies of rural governance,and the establishment of its authority plays an important role in realizing effective rural governance.Based on the survey of villages X,Q and S in county K,it is found that the three village secretaries are typical returning service elites,integrating the three elements of economy,spirit and society.In the adaptive governance of the countryside,the construction of the returning service elite authority mostly goes through four stages of"calling for return,going through twists and turns,obtaining achievements,and vigorously developing",and the authority in each stage presents different characteristics.Facts have proved that it is not easy to build the authority of the returning service elite in the rural field.In the process of adapting to the rural environment and worldly wisdom,they must repeatedly adjust their cognition and actions to constantly solve various problems faced in rural governance,so as to achieve governance results and accumulate continuously,and finally obtain the emotional recognition of villagers.Only then can their authority be truly built.
