摘要
亚太地区的经济繁荣离不开地区的持久和平,统筹发展与安全,这既是亚太地区历史发展经验的真实写照,也是亚太地区未来发展的必由之路。当前,亚太地区经济发展面临的风险有所增加,亚太安全形势日益严峻,加强亚太地区安全机制构建也更加迫切。亚太地区安全机制构建面临大国博弈愈加复杂激烈、地区热点问题持续发酵、非传统安全问题日益增加、地区安全机制治理效力不足等挑战。亚太地区安全机制建设需要处理好安全合作主体、安全合作理念、安全合作内容等几个关键问题。中国是亚太地区的重要大国,在维护亚太地区和平稳定方面发挥着重要作用。为推动构建多层次、多领域、整体性、复合型的亚太地区安全机制,中国应倡导确立包容性的安全合作参与原则、凝聚亚太安全合作理念共识、注重对现有安全合作机制的协调并坚持循序渐进的构建思路。
The achievement of economic prosperity in the Asia-Pacific region relies on enduring peace in the area and the harmonization of security and development,which is not only a true portrayal of the past development experience,but also the necessary path for its future progress.Currently,the economic development is facing increased risks,making the strengthening of regional security regime more urgent.Besides,the security situation in the Asia-Pacific region becomes increasingly severe,and the construction of security regime faces challenges such as complex and intense great-power competition,continuous escalation of regional hot-spot issues,a growing number of non-traditional security problems,and insufficient effectiveness of regional security governance.Regarding the establishment of security regime in the Asia-Pacific region,four key issues need to be addressed:main actors,concepts,scope,and content.China,as a significant power in the Asia-Pacific region,plays an important role in maintaining peace and stability in the Asia-Pacific region.In order to promote the construction of a multi-tiered,multi-domain,comprehensive,and composite security regime,China should advocate the establishment of inclusive principles for security cooperation,consolidate consensus on security cooperation concepts in the Asia-Pacific,focus on coordinating with existing security cooperation,and gradually develop the regional security regime.
