摘要 冷战结束后,世界发生了根本性的变化,这种变化对国际安全的影响最为直接和深刻。它使某些存在于人类社会几百年甚至几千年的安全观念、思想、战略不再继续有效,迫使人们努力探讨适应冷战后时代特点的新的安全观念、思想、战略和政策方针。本文试图对冷战结束近10年来... Abstract Since the end of the Cold War, great changes have taken place in the world situation posing a variety of challenges on the international and regional security. It has emerged a set of theories, conceptions, strategies and policies among which the “comprehensive security”, “new or non-traditional security”, and “cooperative security” are widely endorsed. These theories underscore the role of non-military (such as political, economic and environmental) factors in safeguarding security in the post-Cold War era and hold that state, regional and global security and stability should be promoted through non-military ways. What's more, micro-level security such as “human security” also receives more and more attention. However, on the other side of the shield, the “Cold War mentality”, though runs against the trend of the times, still remains on the stage of history and even has a tendency of being enhanced. China's “new security concept” aims to dump the Cold War mentality and safeguard security through promotion of inter-country political and economic relations, cooperation and confidence-building measures.
