基于SFIC模型的我国科技协同创新发展研究

摘要 新形势下,科技创新是我国抢占全球发展制高点的关键因素,同时也是推动中国经济发展转型和创新型国家建设的核心驱动力。当前,应对百年未有之大变局、实现中国式现代化和破解全球发展难题是我国科技协同创新发展的重要动因。我国科技协同创新发展面临的主要困囿是:协同创新发展意识薄弱、催化领导能力有待提高、制度保障仍需完善和协同过程监管不足等。基于此,构建我国科技协同创新发展的组织结构,并从起始条件、催化领导、制度设计和协同过程四个方面推进策略,显得尤为重要。 Under the new situation,scientific and technological innovation has become a key factor in my country's seizing global development system,and it is also the core driving force to promote the transformation of China's economic development and become an innovative country.Studies believe that the initiative of my country's scientific and technological collaborative innovation is to respond to the changes in the centuries,realize Chinese-style modernization,and solve global development problems.It is found that the SFIC model examines the difficulties of my country's scientific and technological coordinated innovation and development:The awareness of cooperative innovation and development is weak,the catalytic leadership capabilities need to be improved,the system guarantee is still needed and the collaborative process supervision is lacking.Based on this,the organizational structure of my country's science and technology collaborative innovation and development has been constructed,and the promotion strategies for science and technology collaborative innovation and development are proposed in the four aspects of starting conditions,catalytic leadership,institutional design and collaborative process.
