摘要
社会治理现代化是新时代国家治理体系和治理能力现代化的重要组成部分,关系我国社会治理能力和水平的提升。社会治理现代化是社会化、法治化、智能化、专业化“四化融合”的政策实践方向,有利于破解当前社会治理体系治理取向滞后、治理效能弱化,政社共治孱弱、多元主体缺失,社会转型加剧、治理需求凸显,新旧转换冲突、治理体系不善等诸多困境和挑战。新时代中国社会治理现代化应构建以“四化融合”为导向的社会治理体系。“四化融合”彰显的四者之间的关系是以社会化为基础、以法治化为原则、以智能化为支撑和以专业化为保障,“四化融合”是全面提升社会治理现代化的价值取向。
Social governance modernization is an important part of the modernization of national governance system and governance capacity in the new era,which is related to the level of China's sociaglovernance capacity and high-quality social development.The modernization of social governance is the policy and practice direction of socialization,legalization,intelligence and specialization,which is conducive to solving the difficulties and challenges faced by the current social governance system,such as the lagging governance notion,hindered social development,weak governance of the government and society,absence of multiple subjects,intensification of social transformation,prominent expectation for governance,conflicts between the old and the new in social transitions,and imperfection of the governance system.The social governance system oriented by"integration of four moderniztions"should be set up for the modernization of social governance in China in the new era.The relationship between the four elements of the"integration"is based on socialization,legalization,intelligence and specialization,which demonstrates the value orientation for improving social governance modernization.
