摘要
建立分类系统是美国高等教育机构学科专业分类与设置宏观管制的重要手段,迭代发布学科专业与学位授予分类系统(CIP)则是常态化运作模式。CIP是统计、归纳、聚类型分类系统,但就其所具有的宏观管理职能来说,也在一定程度上具有目录政策功效。虽然它规范了高校学科专业设置,提升了学科宏观管理的相机性、稳定性、系统性与前瞻性水平,服务于科教战略,但是也存在一些缺陷和不足。我国指导性、统计性目录编制和中国特色研究生学科专业体系完善,既可从中有所借鉴,又可发挥自身所长,有所超越。
The classification system is an important means for the macro-control of discipline classification and setting in the US higher education institutions.Its normal operation mode is to issue and update disciplines and specialties as well as the Classification of Instructional Programs(CIP).The CIP is a system for statistics,generalization,and cluster analysis,and its macro-management function has the effect of catalog policy to some extent.It serves the science and education strategy of the nation.Yet,some defects and deficiencies exit although it regulates the setting up of disciplines and specialties of higher education institutions,and promotes the contingency,stability,systematization,and perspective levels.When compiling the instructional and statistic catalogs and perfecting the system of instructional programs for postgraduate study with Chinese characteristics,Chinese authorities can give play to our own strength while referring to and transcending the US experience.
