摘要
近年来,新冠疫情全球蔓延,贸易保护主义抬头,农业贸易摩擦加剧,中国农业贸易面临的形势发生深刻变化。如何在高水平农业对外开放背景下,稳定农业贸易投资和维护农业产业安全是当前值得高度关注的问题。与美韩等国家相比,中国农业应对进口冲击的贸易救济措施相对单一,尚未建立系统的农业贸易调整援助制度。新发展阶段,基于全面推进乡村振兴和建设农业强国的现实要求,应搭建中国特色的农业贸易调整援助制度框架体系,拓展农业贸易调整援助对象和范围,采取“技术援助为主、资金援助为辅”的农业贸易调整援助方式,并加强对相关制度的信息公开和宣传。
In recent years,with the global spread of CO VID-19 pandemic,rising trade protectionism and intensifying agricultural trade friction,China's agricultural trade has undergone profound changes.How to stabilize agricultural trade and investment and maintain agricultural industry security under the background of high-level opening-up of agriculture to the outside world is an issue worthy of high attention at present.Trade adjustment assistance is of great importance to safeguard agricultural industries affected by the opening up.This paper investigates the agricultural trade adjustment assistance systems of the United States and South Korea respectively,and compares them with the relevant policies of China to analyze the advantages and disadvantages of each model.The paper believes that in the new development stage,based on the realistic requirements of promoting rural revitalization and building an agricultural power,we should set up the agricultural trade adjustment assistance system framework with Chinese characteristics,expand the object and scope of agricultural trade adjustment assistance,adopt the agricultural trade adjustment assistance mode of"technical assistance as the main,financial assistance as the auxiliary",and strengthen the infonnation disclosure and publicity of the relevant system.
