摘要
关于技术治理的研究,目前学术界大多是从技术治理的工具维度展开与讨论,相对缺乏制度维度的探索,仅有的制度维度的研究更多是从静态角度阐述制度建设,忽视了技术与制度之间动态互动的过程。基于此,本文主张找回技术治理中的制度维度,挖掘技术治理中技术与制度的互动机理,并剖析当下技术治理面临的困境与挑战;旨在通过技术发展和制度完善之间的动态平衡推动技术治理走出困境。本文强调制度对于技术治理的重要作用,但不是倡导制度至上或者制度万能主义,因为制度还受到体系、结构等宏大因素的制约,并主张开展基于不同制度的技术治理比较。
Most of the researches of technology governance, currently in the academic circles, concerning the tool of technology governance, relatively lack the study from the perspective of system, and the only research on the institutional dimension is to elaborate the system construction from a static perspective, ignoring the dynamic interaction between technology and system. Based on this, this paper advocates to turn to the aspect of system in technology governance, further study the interaction mechanism between technology and system within, and analyze the difficulties and challenges faced by current technology governance, aiming to promote technological governance out of difficulties through the dynamic balance between technological development and systematic improvement. This paper emphasizes the importance of system in technological governance, but does not advocate the supremacy or omnipotence of system, because system is also restricted by such grand factors institution and structure, and proposes the comparison of technology governance based on different systems.
