摘要
20世纪90年代末,发端于北欧的在地国际化打破了传统跨境教育带来的人员流动限制,并在新冠肺炎疫情这一特殊背景下具有独特的价值。在地国际化的出现有其特定的背景,欧洲高等教育国际化发展的必然趋势、欧洲地区多民族社会伴随的文化冲突,以及伊拉斯谟项目的转变与问题带来的冲击等都对原有国际化模式提出了新的要求。纵观在地国际化的产生与发展,欧洲国际教育协会发挥了主导作用。基于制度创业理论及其模型进行分析,可以发现该协会推动在地国际化的过程也是一种制度化的过程,它经历了“去制度化、前制度化、理论化和扩散化”四个阶段。在地国际化最终能否“制度再生”还是一个疑问,但若想推动在地国际化迈向制度化,欧洲国际教育协会仍面临一些难题,如在地国际化定义模糊、实践存在困境和协会角色缺失等。
In the late 1990s,Internationalization at Home that originated in Northern Europe broke the restrictions on the people’s movement of traditional cross-border education,and had unique value in the special context of the COVID-19.The appearance of Internationalization at Home has its specific background--the inevitable trend of the internationalization of higher education in Europe,the cultural conflicts associated with the multi-ethnic society in Europe,and the impact of the transformation and problems of Erasmus Programme all put forward new requirements for the original model of internationalization.European Association for International Education plays a leading role in the emergence and development of Internationalization at Home.Based on the analysis of institutional entrepreneurship and its model,it can be found that the process of the association promoting Internationalization at Home is also a process of institutionalization.It has experienced four stages,including"Deinstitutionalization,Preinstitutionalization,Theorization and Diffusion".Whether Internationalization at Home can finally"Reinstitutionalization"is still a question.However,in order to promote Internationalization at Home towards institutionalization,European Association for International Education still needs to face some difficulties,such as vague definitions,practical difficulties and lack of roles.
