摘要
公共部门领导者的领导风格对基层公务员创新行为有重要影响。本研究基于社会交换和社会认同理论,构建了服务型领导与基层公务员创新行为的影响模型。运用问卷调查法,对694份基层公务员样本数据进行实证分析,研究发现:服务型领导对基层公务员创新行为具有显著的正向促进作用;职业认同和职业韧性在服务型领导与基层公务员创新行为之间起到链式中介作用;此外,公共服务动机负向调节上述链式中介效应,公共服务动机越低,职业认同和职业韧性在服务型领导与基层公务员创新行为之间的链式中介作用越强。研究结果有助于厘清服务型领导影响基层公务员创新行为的作用机制,并为公共部门激励基层公务员创新活动提供一定的实践启示。
China’s economy has entered a new stage of development.Changes in the economic and social environment have posed new challenges to the construction of Chinese governance systems and to governance capacity,thus requiring that the government continue to introduce new governance systems and methods.This study aims to explore the impact of servant leadership style on the street-level public servants’ innovative behavior.Based on social exchange theory and social identity theory,we construct a moderated mediation model to analyze the impact of servant leadership on the street-level public servants’ innovative behavior.We propose two mediators to clarify the underlying mechanisms:professional identity and career resilience.In addition,we propose that public-service motivation is a boundary variable to understand professional identity and caree r resilience.Using a questionnaire survey method,an empirical analysis was carried out on a sample of 694 street-level public servants.A structural equation modeling technique was employed to test the hypotheses about mediation and moderation,while bootstrap analysis procedures were used to test the moderated-mediation relationships.As expected,the results reveal that servant leadership has a significant positive role in promoting street-level public servants’ innovative behavior,and professional identity and career resilience play a sequentially mediated role between servant leadership and streetlevel public servants’ innovative behavior.In addition,public-service motivation negatively moderates the above sequential mediation effect:the lower the public-service motivation,the stronger the sequential mediation effect of professional identity and career resilience.Collectively,the results of this research shed light on the underlying mechanisms that link servant leadership and innovative behavior among grassroots public servants as well as the mediating roles of professional identity and career resilience.Thus,this study contributes to a detailed understanding of how pro
