共同富裕视域下企业工资集体协商的理念创新与制度调适 被引量:1

Innovation and System Adjustment of Collective Negotiation on Wages in Enterprise from the Perspective of Common Prosperity

摘要 党的二十大报告中指出,中国式现代化是全体人民共同富裕的现代化。推进共同富裕是当前国家发展的基本任务之一,工资集体协商是实现共同富裕的重要途径之一。与西方的集体谈判相比,我国的集体协商制度起步较晚,但依靠“国家主导模式”,通过国家“自上而下”的强力推动,发展相当迅速,同时,也存在一些亟待解决的问题,尤其是从共同富裕视角看,还需要对其进行适度改进,以适应共同富裕的进程。具体而言:首先,要基于量子思维来创新工资集体协商的制度理念,以解决企业“不愿谈”所导致的集体协商“形式化”问题。其次,要对工资集体协商制度进行调适以提高其质效,即:实践上,逐步由“国家统合”模式转向“协约自治”模式;构建制度运行全过程的张力平衡机制;对新型组织形态与新就业形态劳动者之间的工资集体协商进行制度空间的拓展;借力企业数字化转型,实现工资集体协商相关运行环节的数字化。 In the report of the 20th National Congress of the Communist Party of China,it is pointed out that the modernization with Chinese Characteristics is to realize the modernization with common prosperity for all Chinese people.It is one of the basic tasks of the ongoing development of the country to promote common prosperity,and collective wage negotiation is one of the important ways to achieve this goal.Compared with western collective bargaining,collective consultation system of our country starts relatively late,but depending on"state-led model",and through the national"top-down"force,it has rapidly developed,but at the same time,there are also many problems.From the perspective of common prosperity,it needs to be improved moderately,so as to adapt to the process of common prosperity.To be specific,firstly,the institutional concept of collective wage bargaining should be innovated based on quantum thinking,so as to solve the"formalization"problem of collective bargaining caused by enterprises’"unwillingness to negotiate".Secondly,the system of collective wage negotiation should be adjusted to improve its quality and efficiency.That is,in practice,the mode of"national integration"should be gradually transferred to the mode of"contract autonomy".The tension balance mechanism of the whole process of system operation should be constructed;the system space of wage collective negotiation between new organizational form and new employment form should be expanded;and by means of the digital transformation of enterprises,the digital operation of wage collective negotiation can be realized.
