摘要
工资集体谈判和最低工资是国际通行的调节劳动市场和劳动收入的工资制度。本文从理论和实证两个角度回顾国际上这两种工资制度的发展趋势及其对收入的影响。总体来说,集体谈判有助于提高劳动报酬占比,缩小收入差距;适当的最低工资政策有助于提高低收入者的收入并缩小劳动市场的收入差距。在中国,工资集体协商对提高工人收入的作用已初见成效,但最低工资的执行力度不足,集体协商制度也尚未成熟。对工资集体谈判和最低工资的进一步研究,对工资政策的评估和制定有着重要意义。
Collective bargaining and minimum wage policy are the main wage polices adopted worldwide by countries as the means of adjusting labor market and labor income.This paper summarizes theoretically and empirically the development trends of these policies in different countries and their impacts on wages. In general, we find that. Collective bargaining tends to increase the wage' share out of the total economic output and reduce income inequality~ Minimum wage set at the appropriate level can increase wages of low income workers and reduce income inequality~ Collective consultation in China has shown it be increasing the wages of workers~ However, the minimum wage policy has not been implemented with satisfaction, and the collective consultation needs much more development. It is crucial to further research and evaluate the current status of collective bargaining and minimum wage policy in China with more empirical data.
