摘要
在国家治理体系和治理能力现代化的背景下,道路交通安全管理体制的变迁愈发受到学界关注。历史制度主义为探寻新中国道路交通安全管理体制的变迁逻辑和趋向提供了一个新视角。新中国成立以来,道路交通安全管理体制的发展历经“两方分管”“三方分管”“公安机关统一负责”三个阶段。在动力结构上,国家政治、经济、社会层面的宏观制度结构框定了体制变迁的基本方向,决策者的理性选择以及公安、交通等部门间的竞争决定着体制变迁的具体路径。变迁过程具有基于体制路径依赖的渐进式变迁逻辑和在“关键节点”对渐进变迁成果进行制度定型的演进逻辑。当前,道路交通安全管理体制呈现出协同治理的趋向,需要通过平衡利益关系、采取渐进策略、把握“关键节点”来克服阻力,从而推动体制的变革。
Under the background of the modernization of China's governance system and capacity,the transition of road traffic safety management system has attracted extensive attention of the society.The historical institutionalism which provides a new perspective for analyzing the evolutionary logic and development trend of road traffic safety management system in New China.Since the founding of New China,the road traffic safety management system developed through three stages:two parties in charge,three parties in charge and public security organs in charge.From the dynamic structure of institutional change,the macro institutional structure of country's political,economic and social frame the basic direction of institutional change,the rational choice of decision-makers and the competition between public security and traffic departments determine the specific path of institutional change.From the perspective of the process of institutional change,it has the logic of gradual change based on the path dependence of the existing system and finalize the institutional results of gradual change on the key node.At present,the road traffic safety management system has taken on the trend of cooperative governance,it is necessary to overcome resistance by balancing interests,adopting a strategy of gradual reform and grasping the key node to promote system change.
