摘要
随着车辆和驾驶人的持续猛增,我国的道路交通安全形势尽管看似稳定但逆转的可能性也较大,政府需进一步加强道路交通安全的管理.然而,始建于20世纪80年代中期的现行道路交通安全管理体制在职能设置上存在较大缺失,在机构设置上不合理,继而引发一系列问题的产生,已成为完成该项工作的严重障碍.我国需基于先进的道路交通安全系统治理思想推行包括设立新的统一的道路交通管理机构或道路交通安全管理机构、确立公安机关仅为道路交通安全违法行为处罚机构等在内的改革.
With the continuous growth of vehicles and drivers,the situation of road safety has been facing a hidden crisis in China. It is necessary to pay more attention to and strengthen the road safety treatment of the country. However, due to a shortage of functions and unreasonable establishment of organs, the current management system of road safety established in 1980 s is looking at many troubles and becomes a big barrier to improve road safety treatments. It is urgent to reform the management system by using advanced ideas of the systemmatic treatment of road safety,including establishing a new agency for road transportation management or that for road safety management,narrowing the responsibilities of the organ of public security in the aspect of road safety to traffic law enforcement.
