摘要
脱贫攻坚以来,国家资源输入乡村为脱贫地区乡村建设注入强劲动力。然而,在项目资源下乡过程中,农村基层组织承担着组织成本较高的协调任务,却缺乏与任务相匹配的治理资源,由此形成基层治理实践中的资源适配困境。在甘肃省宁县平定村,村“两委”在推进任务和项目过程中,为确保村级整体任务如期推进,将农村低保资格挪用于解决“钉子户”问题。这种挪用是一种平衡策略,但破坏了社会救助政策的公平原则,本文将其概括为“平衡替代公平”。围绕这一现象,本文呈现了现象背后的行动逻辑,以及结构性的压力体制、操作性的资源协调、文化性的无讼伦理如何共同塑造了这类行动逻辑。平衡替代公平的运作,客观上暂时舒缓了治理资源与治理任务之间的张力,但却衍生出新的治理风险,其深层逻辑是项目资源下乡与具有整体性治理特征的乡村治理之间的适应性问题。在全面推进乡村振兴过程中,应重视村级治理资源与治理任务的适应性和匹配度。
Since the fight against poverty,the importation of national resources has injected strong impetus into the construction of villages in areas lifted out of poverty.In the course of project resources going to the countryside",rural grassroots organizations have undertaken the tasks of coordination with high organizational costs while lacking governance resources to cope with the tasks,thus forming a predicament of resources coordination in grassroots governance practices.In Pingding Village,Ning County,Gansu Province,for example,the two village-level committees"are found to misuse the quota of rural subsistence allowances to settle disputes of certain households in the process of project implementation to ensure that the overall tasks at the village level can be carried out as scheduled.This misuse is a strategy for pursuing equilibrinum which undermines the fairness principle of the social assistance policy.This article summarizes this as"equilibrium instead of fairness".The study presents the practical logic behind this phenomenon and the process of how the structural pressure system,operational resource coordination,and cultural litigation-free ethics have jointly shaped such logic of action.While the operation of"equilibrium instead of fairness"may temporarily ease the tension between governance resources and tasks,it will likely give rise to new governance risks.Its underlying logic lies in the adaptability between project resources going to the countryside and rural governance with integrated governance characteristics.In the process of rural revitalization,attention should be paid to the adaptability and coordination between governance resources and governance tasks at the village level.
