摘要
在查阅国内外相关文献和专家调研的基础上,对中小企业绿色转型的现状和问题进行了研究。分析了7项制约中小企业绿色转型发展的影响因素,通过联用ISM-MICMAC方法明晰了各因素间的内在逻辑关系。结果表明:3个因素对于中小企业绿色转型有着关键性和驱动性的作用,分别是:外部环境监管举措、供应链管理模式、政府激励性政策,可以通过调整和改善这3个因素以影响和控制其他因素。基于分析结果提出了相应的对策建议:即加强全社会环境监管、创新面向中小企业环境治理的政策工具、实施绿色供应链管理模式等措施,以促进和推动中小企业实现绿色化和低碳化的可持续发展。
Under the goal and vision of"carbon peak and carbon neutral",it has become urgent for SMEs(small and medium enterprises)to realize green and low-carbon transformation.The influencing factors of SMEs green transformation are studied on the basis of referring to relevant domestic and foreign literature and expert research.Firstly,seven restriction factors of SMEs green transformation are identified.Then,the internal logical relationship among various factors is clarified by using the ISM-MICMAC method.The results show that three factors play an important driving role in SMEs green transformation,which are external environmental regulatory measures,supply chain management mode,and government incentive policies.The three factors can be adjusted and improved to affect and control other factors.Therefore,on the basis of research and analysis,this paper proposes to promote SMEs to achieve green and low-carbon sustainable development from the aspects of strengthening the environmental supervision of the whole society,innovating policy tools for SMEs environmental governance,and promoting SMEs energy conservation and emission reduction through green supply chain.
