摘要
当前国内金融风险治理有着深刻的理论逻辑、历史逻辑与现实逻辑,存在党的集中统一领导、服务实体经济高质量发展、金融供给侧结构性改革及国际合作化解金融风险等时代特征,面临金融发展脱离实体经济、金融产业无序扩张与过度创新、金融创新与监管失衡及国际金融风险治理话语权弱等问题。为此,应坚持党的集中统一领导,耦合金融与实体经济共生发展,深化改革补齐监管短板,增强国际金融风险治理能力,推动国家金融高质量发展,维护国家金融安全。
Promoting the national financial risks governance and safeguarding national financial security are the major propositions posing by socialism with Chinese characteristics in the new era.Incorporating the national financial risk governance into the national governance system is an important achievement of innovation in theory and practice of socialism with Chinese characteristics.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has made a series of important speeches on financial risk governance,highlighting the central and unified leadership of the Communist Party of China,financial services to the real economy,financial supply-side reform,financial opening up,and so on.At present,the main problems in financial risk governance include the separation of financial development from the real economy,disorderly expansion and excessive innovation of the financial industry,the financial innovation and regulation imbalance,and the weak discourse power in the international financial governance.Therefore,we should adhere to the centralized and unified leadership of the Communist Party of China,take the coupled and symbiotic development with real economy as the releasing pool of financial risk,use the structural reform of the financial supply side to stimulate endogenous antibodies against financial risks,improve the international governance capabilities of financial risks as an important measure of governance,and use the General Secretary Xi Jinping's treatment of financial risk governance to guide practice,promote high-quality financial development,and maintain national financial security.
