摘要
中国共产党开展禁毒宣传教育由来已久,对党的禁毒宣传教育史加以梳理、总结,有利于深化禁毒宣传教育策略的现实研究,落实习近平总书记提出的“关口前移、预防为先”的禁毒指示。建党百年来,禁毒宣传教育先后经历了在探索中起步、从“大张旗鼓”到“只做不说”、逐步恢复并全面铺开、开创新局面的发展脉络。从理论逻辑来看,党的禁毒宣传教育实践,总是围绕着“保护人民的切身利益”来确立内容和形式;从历史逻辑来看,党的禁毒宣传教育实践,总是随着世情、国情、社情、民情不同而调整变化;从现实逻辑来看,党的禁毒宣传教育实践始终坚持走群众路线,充分依靠和发动广大人民群众。这些历史经验对提高党在新时代禁毒宣传领导力具有启示意义。
The Communist Party of China has carried out a long history of anti-drug publicity and education.This article summarizes and presents the history of anti-drug publicity and education,to deepen the practical research and education strategy,and realize the anti-drug instruction of“Take Prevent Measures First”put forward by General Secretary Xi.In the past hundred years of the founding of the Party,anti-drug publicity and education has gone through several stages from the initial exploration,to massive campaign,to talking the talk,gradually recovery and comprehensively rolling-out,and breaking new grounds.From the perspective of theoretical logic,the Party’s anti-drug publicity and education practice always establishes the content and form with the aim of“protecting the vital interests of the people”;from the perspective of the historical logic,the Party’s anti-drug publicity and education practice always changes with the conditions of the world,nation,society and people;from the perspective of realistic logic,the Party always adheres to the mass line and fully relies on the mobilization and initiatives of the people.These historical experiences have brought practical enlightenment to improve the Party’s anti-drug publicity leadership in the new era.
