摘要
作为优质均衡评估认定的重要组成部分,高质量师资建设是推动义务教育公平而有质量发展的重要基础。基于优质均衡的视角,本研究从师资队伍规模、师资队伍结构、教育教学能力、教师专业发展四个维度提出了高质量师资建设的定量评价指标体系,并利用中部地区9个县2019年的义务教育学校数据,分析了高质量师资建设的困境。其表现为,在规模上教师数量总体相对充足,小学科教师配备数量仍有欠缺;在结构上校际均衡配置较差,骨干教师校际差异尤为突出;在能力上域内师资教学能力总体较强,但城乡学校差距较大;在发展上存在培训学时完成率低,培训模式单一、级别偏低的问题。在深入剖析困境产生原因的基础上,研究从弱势补偿政策、优化存量与增量教师资源的配置效率、强化省市两级政府统筹力度等角度,提出了整体推进高质量师资建设的进路。
As an important part of high-quality balanced assessment,the construction of high qualified teachers is an important basis for promoting the fair and quality development of compulsory education.From the perspective of high-quality equilibrium,this study proposes an evaluation index system for high qualified teachers’construction from four dimensions:scale of teaching staff,structure of teaching staff,ability of teaching,and professional development of teachers.Using data of compulsory education schools in 9 counties in the middle region in 2019,this study examines the dilemma of building high qualified teachers in four dimensions.The number of teachers is generally relatively sufficient in terms of scale,but the number of teachers in small subjects is still insufficient.Intercollegiate equilibrium configuration is poor in structure,the inter-school differences among backbone teachers are particularly prominent.In terms of ability,teaching ability of teachers in local region is generally strong,but the gap between urban and rural schools is large.In terms of development,there are problems such as low compliance rate of training hours,relatively single training mode and low level.Based on in-depth analysis of the causes of the dilemma,from the perspectives of weak compensation policies and optimizing allocation efficiency of existing and incremental teacher resources,and strengthening the coordination of provincial and municipal governments,this study puts forward an approach to promote the construction of high qualified teachers.
