摘要
通过对2010年-2014年中国义务教育发展水平的区域测度发现:义务教育"中部塌陷"总体情况有所好转,但形势依旧严峻;义务教育"中部塌陷"只是局部塌陷,并非"全盘塌陷";义务教育教育经费"中部塌陷"导致了教育发展"双重塌陷"。经济发展速度相对落后、地方财力不足、中央财政扶持力度偏小、人口压力较大等原因造成了义务教育"中部塌陷"。因此,要消弭"中部塌陷",实现区域义务教育均衡发展,一是要助推中部地区经济发展,加快完善中部地区义务教育发展的"造血"机制;二是要加大中央财政对中部义务教育的支持力度,不断优化中部地区义务教育发展的外部"输血"机制;三是要强化地方政府公共服务职能,合理引导人口流动,缓解义务教育供需压力。
By measure of the level of China＇s 2010--2014 development of compulsory education in the region, The study found that. the overall situation of compulsory education ＂Central Collapse＂ has improved, but the situation is still grim; Compulsory education ＂Central Collapse＂ only a partial collapse, not the overall collapse; Compulsory education funding ＂Central Collapse＂ led to the development of compulsory education ＂double collapse＂. For such reasons, Central Region＇s economic development speed is relatively backward, the lack of local financial resources, and the Central Government to support efforts is too little, and the large population pressure and other causes compulsory education ＂Central collapse＂. Therefore, to eliminate the compulsory education ＂Central Collapse＂, and achieve balanced development of compulsory education in the region, the first is to boost economic development in central regions, ac- celerate the improvement of ＂blood＂ mechanism for development of compulsory education in central region; the second is to increase the central government＇s support for compulsory education in central, con- stantly optimize external ＂blood transfusion＂ mechanism; the third is to strengthen the local government ＂s public service functions, reasonable guide the migration to ease education＇s compulsory supply and demand pressures.
