普及化阶段中国高等教育治理的主要特征与政策选择 被引量:1

摘要 治理和治理现代化,是中国高等教育改革与发展的走向。现时期,我国高等教育已步入普及化阶段,面临着众多机遇和挑战,亟需明晰普及化阶段高等教育治理的目标与特征。加强“善治”和“高质量发展”是普及化高等教育治理变革的追求,协同共治是普及化阶段高等教育治理的政策选择。普及化阶段高等教育治理的典型特征是多元主体参与的共同治理,为此需在“法治”的基础之上推进高等教育内外部协同治理,推动区域高等教育协调发展。构建新秩序和新格局,促进高等教育质量的提高,公平、质量和效益,必须统筹考量。建设有质量的普及化高等教育,必须坚持合法性、正当性、民主性与可持续性等原则,探索维护教育公平和师生权利保障的途径。 From control to coordination,to replace management with governance is an international trend,and it is also the trend of Chinese higher education reform and development.At present,China's higher education has entered the stage of popularization and faces many opportunities and challenges.It is urgent to clarify the goals and characteristics of higher education governance in the stage of popularization."Good governance"and"high-quality development"are the pursuit of the reform of the popularization of higher education governance,and coordinated co-governance is the policy choice for the popularization of higher education governance.The typical feature of higher education governance in the popularization stage is the common governance with the participation of multiple subjects.Under the framework of collaborative governance,institutional norms and practice paths that conform to it are constructed.To build a new order and a new pattern,and to promote the improvement of the quality of higher education,fairness,quality and efficiency must be considered as a whole.To build high-quality universal higher education,we must adhere to the principles of legality,legitimacy,democracy,and sustainability,and explore ways to maintain educational equity and protect the rights of teachers and students.
