摘要
省级政府是高等教育发展的重要主体,加强省级政府高等教育统筹是我国高等教育管理体制改革的重要内容。应通过区分举办者权利和行政管理者权力的思路来厘清省级政府高等教育统筹权的内涵,落实省级政府的举办者权利,扩大省级政府的行政管理权力并予以法律保障,在此基础上进一步推进省级政府高等教育统筹。
Provincial government is an important subject in the development of higher education.The reform of higher education system should not only deal with the relationship between the government and universities,but also deal with the relationship of decentralization within the government.Strengthening higher education coordination of provincial government is an important part of the reform of higher education management system in China.It is necessary to clarify the connotation of the provincial government’s higher education coordination power by distinguishing the rights of the sponsor and the administrative power,to implement the provincial government’s right to the sponsor of provincial colleges and universities,to expand the provincial government’s administrative power and to provide legislative protection.On this basis,we will further promote the coordination of higher education at the provincial level.
