摘要
迈入普及化阶段高等教育将会产生一些特征的转变。研究基于马丁·特罗的大众化理论,针对我国普及化初级阶段高等教育功能等四个方面特征转变进行了探讨。研究表明,高等教育功能将呈现出主育“专才”与辅育“通才”的多重使命特征;国民高等教育观将呈现出易享“权利”与难尽“义务”的权利优先特征;高等教育入学制度将呈现出主体“选拔”与有限“开放”的双轨运行特征;普及高等教育内涵将呈现出整体“增长”与局部“转型”的同步发展特征。其应对之策为:立足国情创设制度,精准引导转变;多元参与协同治理,合力推动转变;拓展功能把握角色,积极应对转变;创新手段融通技术,助力支撑转变。
China higher education will face some remarkable changes in the popularization stage.Based on popularization theory of Martin Trow,this paper analyzes the difficulties and challenges faced by the transformation of the features in China from the following four aspects.The research shows that the function of higher education will present the characteristics of multiple missions of mainly cultivating“professionals”and auxiliary cultivating“generalists”;the concept of national higher education will present the characteristics of priority of rights which are easy to enjoy“rights”and difficult to fulfill“obligations”;the enrollment system of higher education will present the characteristics of double track operation of“selection”and“limited opening”;the connotation of universal higher education will present the overall characteristics.It is characterized by the synchronous development of“economic growth”and“local transformation”.The countermeasures are:Based on the national conditions to create a system,accurately guide the transformation;multiple participation in collaborative governance,work together to promote the transformation;expand the function,grasp the role,actively respond to the transformation;innovative means to integrate technology to help support the transformation.
