摘要
科研评价是科研活动和工作的“指挥棒”,作为科研管理重要手段之一,在推动国家创新转型上具有重要导向功能。在影响科研评价的众多宏观因素中,国家政策具有十分重要的导向作用。梳理党的十八大以来政府部门对外公开公布的国家科研评价政策文本和相关解读,分析政策文本的目标、特征和举措,可以为高校科研评价的建设提供政策依据,并可作为高校艺术学科科研评价改革发展的参考。
Scientific evaluation gives an important play to research activities. As one of the important means for scientific research management, it is supposed to exert guiding influence on promoting national innovation transformation. Among many macro factors affecting scientific research evaluation, the national policy plays a very important guiding role. By studying the national policies of scientific research evaluation in the new era and related interpretations since the 18 th CPC National Congress, and analyzing the objectives, characteristics and measures of policy texts, this paper aims to provide policy basis for the construction of scientific research evaluation, and serve as an important guide and reference for the reform and development of scientific research evaluation of art in colleges and universities.
