我国高校教师评价改革的政策分析 被引量:13

摘要 21世纪以来,我国高校教师评价政策重视综合考核,推进考核评价制度化、规范化的政策设计;重视可显示的业绩考核,推进教师考核评价分类实施的政策建构;回归人才培养和学术创新,推进教师考核评价“破五唯”的政策实施。高校教师评价改革呈现出师德师风为先、立德树人为重、教育教学为本、学术贡献为要等重要特征,未来需要在四个方面进一步深化教师评价改革:深化总体性、系统性教育评价的配套改革,进一步消解功利性评价惯性;探索更具有可操作性的“破五唯”的政策落实方式,不断消解数量化考核的评价惯习;在平衡学术与教学的关系上设计更有针对性的评价体系,进一步消解重科研轻教学的评价弊端;鼓励高校探索激发教师内在专业动能的本土方案,进一步减轻评价给教师带来的不适宜的外在压力。 Since the beginning of the 21st century,the teacher evaluation policy in Chinese colleges and universities has focused on comprehensive assessment and promoted the institutionalized and standardized policy of evaluation.It has paid attention to the displayable performance assessment and given impetus to the policy construction for the implementation of teacher assessment classification.The policy has returned to talent cultivation and academic innovation,and advanced the policy implementation of"Breaking the Five-only".It also presents the important features of giving priority to teacher ethics,moral education and people cultivation,learning and teaching,academic contribution,etc.In the future,it is necessary to deepen the reform of teacher evaluation in the following four aspects:furthering the supporting reforms for an integrated and systematic evaluation while eliminating the utilitarianism in assessment;exploring a more accessible policy implementation method for"Breaking the Five-only"while continuing to reduce the tendency towards the quantitative assessment;designing a targeted evaluation system to balance the academic research and teaching while decreasing the evaluation drawbacks of favoring scientific research over teaching;encouraging colleges and universities to explore local plans that stimulate teachers’professional motivation while weakening the inappropriate external pressure on teachers caused by evaluation.
