摘要
校企合作是企业寻求外部创新的重要方式,在政府部门以项目和经费补贴积极支持校企合作的背景下,校企合作对企业不同动机创新行为的影响值得深入研究。选取2007-2017年中国A股高技术产业上市公司为样本,运用PSM-DID方法,系统考察校企合作对企业不同动机创新行为的影响。结果显示:企业参与校企合作后,发明专利申请总量显著增加,非发明专利申请数量没有显著变化,实现了“增量提质”的实质性创新;当企业获得更多政府补助额度时,弱化了校企合作对企业实质性创新的促进作用,且对非发明专利申请数量没有显著影响,一定程度上证伪了企业为寻扶持而参与校企合作进行策略性创新的机制;进一步分析发现,对共建研发平台多或员工学历水平高的企业,校企合作对企业实质性创新的促进效应更大。因此,政府部门应制定适度的校企专项补贴政策,企业应注重内部员工素质的提升以充分吸收研发平台的知识溢出效应,进而更好地实现校企合作对企业实质性创新的促进作用。
School-enterprise cooperation is an important way for enterprises to seek external innovation.Under the background that government departments actively support school-enterprise cooperation with projects and funding subsidies,the impact of school-enterprise cooperation on innovative behavior of enterprises with different motives deserves further study.This paper selects China's A-share high-tech industry listed companies from 2007 to 2017 as samples,and uses PSM-DID method as a tool to systematically investigate the impact of school-enterprise cooperation on innovation output with different motives.The study finds that the total number of invention patent applications increases significantly after enterprises participate in school-enterprise cooperation,while the number of non-invention patent applications does not change significantly,which realizes the substantive innovation of“incremental quality improvement”;When enterprises get more government subsidies,it inhibits the promotion of school-enterprise cooperation on substantive innovation,and has no significant impact on the number of non-invention patent applications,which falsifies the mechanism of enterprises participating in school-enterprise cooperation for strategic innovation in order to seek support;Further heterogeneity found that the promotion effect of school-enterprise cooperation on substantive innovation is greater for enterprises with more co-construction R&D platforms or high educational level of employees.Therefore,government departments should appropriately control the scale of school-enterprise special subsidies,and enterprises should pay attention to the quality improvement of internal staff to fully absorb the knowledge spillover effect of R&D platform,so as to better realize the promotion effect of school-enterprise cooperation on enterprise substantive innovation.
