摘要
县城是新时代中国新型城镇化的重要支撑。因地制宜推进以县城为重要载体的新型城镇化建设,关键在于提升县城公共服务能力。适应县城城镇化趋势和要求,应强化县城公共服务供给,增进农业转移人口的县城偏好,促进农业转移人口就近就地城镇化。发展更高质量、更加公平的县城公共服务,提升县城公共服务的县域辐射能力,意味着政府要承担更多责任。发挥政府主导作用,形成政府与社会互动合作机制,推进数字赋能,是适应县城城镇化趋势的公共服务供给强化之路径选择。
County town is an important support for China’s new urbanization in the new era.To promote the construction of new urbanization with the county town as the important carrier according to local conditions,the key is to improve the public service capacity of the county town.To meet the trend and requirements of urbanization in the county town,we should strengthen the supply of public service,enhance the preference for the county town among the agricultural-transferring population,and promote the in situ urbanization of the agricultural-transferring population.To develop the public service with higher quality and more fairness,and improve the radiant ability of the county town’s public service,means that the government should assume more responsibilities.The path choice for the consolidation of the public service supply in the county town to adapt to the urbanization trend,should focus on the strengthening the leading role of the government,gradually establishing an interactive and cooperative mechanism between the government and society,and promoting the digital empowerment.
