浙江省碳达峰情景预测及对策建议 被引量:3

摘要 本文综合采用《省级二氧化碳排放达峰行动方案编制指南》《浙江省市级二氧化碳排放达峰行动方案编制指南》中的二氧化碳排放核算方法,计算2010—2020年浙江省能源消费产生的二氧化碳排放量,并识别二氧化碳排放量的主要影响因素。其间通过设定基准、低碳、强化低碳三种情景,分析了2021—2035年浙江省二氧化碳排放趋势。研究结果表明,在基准、低碳、强化低碳情景下,浙江省分别于2034年、2030年、2027年实现碳达峰。为响应国家“3060”双碳目标,确保浙江省2030年前实现碳达峰,本文从顶层设计、绿色低碳能源、产业结构调整、建筑绿色低碳、低碳交通体系、低碳宣传教育、科技支撑、生态系统碳汇等八个方面提出相应对策建议。 This paper comprehensively adopts the carbon dioxide emission accounting methods in the"Guidelines for Compilation of Action Plans for Peaking Carbon Dioxide Emissions at the Provincial Level"and"Guidelines for Compiling Action Plans for Peaking Carbon Dioxide Emissions at the Municipal Level in Zhejiang Province"to calculate the carbon dioxide emissions from energy consumption in Zhejiang Province from 2010 to 2020,and identifies the main influencing factors of carbon dioxide emissions.During this period,the carbon dioxide emission trend of Zhejiang Province from 2021 to 2035 is analyzed through three scenarios:benchmarking,low-carbon and enhanced low-carbon.The research results show that under the baseline,low-carbon,and enhanced low-carbon scenarios,Zhejiang Province will achieve carbon peaks in 2034,2030,and 2027,respectively.In order to respond to the national"3060"dual-carbon goal and ensure that Zhejiang Province achieves the carbon peak before 2030,this paper puts forward corresponding countermeasures from eight aspects,including top-level design,green and low-carbon energy,industrial structure adjustment,green and low-carbon buildings,low-carbon transportation system,low-carbon publicity and education,scientific and technological support,ecosystem carbon sink,etc.
