摘要
研究我国普通高校体育的治理结构,一个重要的路径就是运用历史学的研究分析方法和制度主义的分析工具,通过纵向历史轴线来考察高校体育治理结构的变迁。我国高校体育治理结构经历了机械模仿与自主探索、艰难恢复与稳步发展和进入新时代以来的锐意改革与特色重塑三个阶段。国家政治意志推动、经济社会发展、体育事业转型与高校人才培养新定位促进了体育治理结构变迁,而坚持行政管理体制主导、教学部门治理主体、贯彻上级文件为主要任务是其治理特征。展望高校体育治理结构改革创新,构建高效协同化的组织架构、发挥利益相关主体间的联动作用、加强科学务实的制度建设、整合高校内外环境循环驱动力将是新时代我国高校体育治理结构优化的努力方向。
An important way to study the governance structure of university physical education(PE)is to adopt the historical approach and the analytical tools of institutionalism to investigate the changes of the governance structure from the chronic perspective.The governance structure of university PE in China has gone through three stages of mechanical imitation and independent exploration,difficult recovery and steady development and the reform and remodeling of characteristics since entering the new era.The promotion of national political will,economic and social development,the transformation of PE undertakings and the new orientation of talents cultivation promote the change of governance structure,with the characteristics of administrative steering,teaching departments implementation,fulfillment in accordance with the higher-level documents.To optimize the governance structure of university PE,efforts should be put on the innovation of the structure,the construction of an efficient and synergistic frame,exerting the linkage between stakeholders,strengthening the scientific and pragmatic system construction,and integrating the driving force of the environmental cycle inside and outside the universities.
