政策试点的形态演变与政策创新研究--以上海市春季高考政策为例

摘要 本文在文献研究的基础上,对上海市春季高考政策试点的实施与运行过程进行梳理,并用渐进学习理论中对试点形态的划分对其进行分析,试图解释在动态的政策执行过程中政策试点是如何演变以实现政策创新的。本文将上海市春季高考政策实施划分为三个阶段:初创探索期、问题显露期和改革发展期,并分析在不同阶段特征所对应的试点形态类型。上海市春季高考政策试点主要经历了从互动形态到权威形态,再到共促形态的转变过程。在这个过程中,试点承办者较强的政策学习和创新能力以及上级政府的高度关注和强制实施是引致春季高考政策创新的重要原因。 On the basis of literature research,this paper sorts out the implementation and operation process of the Shanghai Spring College Entrance Examination Policy Pilot,and analyzes it with the division of pilot forms in the progressive learning theory,trying to explain how the policy pilot evolves to achieve policy innovation in the dynamic policy implementation process.This paper divides the implementation of the spring college entrance examination policy in Shanghai into three stages:the start-up exploration period,the problem exposure period and the reform and development period,and analyzes the corresponding pilot form types in different stages.The Shanghai Spring College Entrance Examination Policy Pilot has mainly experienced a process of transformation from interactive form to authoritative form to co-promotion form.In this process,the strong policy learning and innovation ability of the pilot organizers and the high attention and enforcement of the higher-level government are the important reasons for the policy innovation of the spring college entrance examination.
