摘要
本文以长沙市为研究对象,紧紧围绕土地全生命周期管理主线,运用特尔菲法和层次分析法等,从水平和工作措施两方面研究,水平评价从全域、城镇建设用地区、农村建设用地区进行区域全覆盖设置指标,工作措施评价从国土空间规划执行、土地利用管理、土地利用动态监测及土地执法3个方面进行设置,构建了长沙市五区节约集约用地评价体系。同时以雨花区为案例进行总体评价,结果表明雨花区节约集约用地水平较高,但仍存在提升空间。最后文章总结了长沙市节约集约用地考核办法构建的意义及建议。
Taking Changsha City as the objects of study,Delphi method and analytic hierarchy process were used,the main line of land life cycle management was focused on to construct an evaluation system for economical and intensive utilization of land in Changsha City from the two aspects of level and work measures.The level evaluation sets up a full coverage index from the whole region,urban construction area and rural construction area.The evaluation of work measures is set up from three aspects,including the implementation of land and space planning,land use management,land use dynamic monitoring and land law enforcement.At the same time,Yuhua district was used as a specific case for evaluation.Results show that the level of economical and intensive utilization of land in Yuhua district is relatively high,but there is still room for improvement.Finally,suggestions to improve land use and advise were put forward.
