摘要
在我国拉动国民经济增长的"三驾马车"——投资、消费、出口三大因素中,投资对GDP的贡献率长期高于消费贡献率。伴随着一系列重大建设项目的实施,投资规模的扩大,对区域经济影响层次、影响范围也逐渐扩大,在产业空间布局、社会收入分配、市场竞争、地方财政收支等方面带来了多重影响。对这些影响进行分析评价,是区域经济学理论和实践面临的新课题。然而,迄今关于区域经济影响评价的理论和方法甚少,亟需进行研究和规范。本文根据作者近年来为大型水电项目进行区域经济评价的实践,提出重大建设项目区域经济影响评价的基本原则、指标体系,并阐述了区域经济影响评价与国民经济效益评价两者的区别。
In the ＂three carriages＇of driving up the national economic growth investment, consumption and export,the contribution made by investment to GDP is longly higher than it made by consumption. Followed along with the implementation of a sequence of major construction projects and the expansion of investment magnitude, which gradually enlarged the affected levels and areas for regional economy,and which has had multiple impacts on industrial spatial layout, social income distribution, market competition, local financial revenue and expenditure and so on. The analysis and evaluation of above impacts is a new subject that facing regional economic theory and practice. However, up to date there are very few evaluation theories and methods about regional economic impact evaluation, so it is an urgent demand to research and conduct them. In accordance with the practice that the author has evaluated major hydroelectric projects in regional economy in recent years,the article raised basic principle and index system of regional economic impact evaluation about the major construction projects, and elaborated the differences of the regional economic impact evaluation and the national economic benefit evaluation.
