摘要
中国情境中的公共体育政策执行主要涉及制度环境和行业语境。为了推动我国体育产业高质量发展,运用文献资料法、逻辑分析法等研究方法,以"国家治理体系和治理能力现代化"为指导,依据"不同位阶下部门之间的传导势能可以产生政策执行的强弱"和"质量、效率、效益、结构、资源等协同发展的经济形态",讨论了治理势能的概念和动力传导机制,构建了治理势能-场域模型。由此,对近30年我国体育产业政策执行态势进行了全面梳理与分析,研究认为:1)从政治势能到治理势能的时空演化下逐步提高不同部门与不同层级之间的协同治理水平,体现了公共体育政策高质量执行驱动的中国特色。2)我国体育产业政策落地变现主要包括试验探索、观望等待、府际主导和高度协同等模式,其实现路径为:促进治理势能的有效传导,强化体育产业"政策活力"梯度效应;优化治理势能-场域耦合模型,厘清体育产业政策执行主体的角色与边界;完善政策落地变现的评价指标体系,防范体育产业政策执行偏差。
Implementing sport-related public policy in the Chinese context involves the institutional environment and the sports industry itself.To facilitate the high-quality development in China’s sports industry,this study,guided by the "modernization of national governance and governance competence",uses literature review and logic analysis to discuss the momentum for governance and relevant transmission mechanism and constructs a field model.By fully analyzing the implementation of China’s policy on the sports industry over the past three decades,this study concludes that:1)in the context of the evolution from political momentum to governance momentum,improving the level of collaborative governance between different authorities at different levels shows effective implementation of sport-related public policy;2)the implementation of China’s policy on the sports industry mainly relies on four models:the exploration model,wait-and-see model,inter-governmental leadership model,and highlevel coordination model.The realization path lies in:effective transmission of the momentum for governance;enhancing the gradient effect of“policy vitality”;optimizing the field coupling model for the momentum for governance and clearly defining the role of those who implement the policy;improving the evaluation system for policy implementation to prevent deviation in implementing the policy on the sports industry.
