摘要
基于政策文本的综合量化研究范式为理解政策执行中的特征差异提供了新的方法论体系。通过构建公共政策综合量化分析框架,从政策关注点、政策主题、政策强度、政策关联度等维度分析了政策执行过程中呈现的特征差异,并从政策文本属性与制度环境因素两个层面讨论了政策执行特征差异产生的潜在原因。研究发现,具体政策措施、关注点、主题、强度及关联度指标能够呈现政策文本在各主体执行过程中的波动与变异,揭示政策执行特征存在的差异;制度环境因素中的冲突性府际关系与压力型体制影响着政策执行过程,冲突性府际关系可能导致上级政府对基层政策实践过程影响放大,压力型体制下基层政府存在主动“加码”行为。研究表明,基于政策文本的综合量化分析框架适用于政策执行特征的分析,相较于政策文本解读的方式更加直观、详细,结合定性与定量的多维度解析也可以更加客观的呈现政策执行过程中的特征差异;基于政策文本属性与制度环境因素,对政策执行特征差异产生的潜在原因进行讨论,能够补充与丰富现有的研究成果。
The comprehensive quantitative research paradigm based on policy texts provides a new methodology for understanding the characteristic differences in policy implementation.By constructing a comprehensive quantitative analysis framework of public policy,this paper analyzes characteristic differences in policy implementation in terms of policy focus,policy theme,policy intensity and policy relevance,and then discusses the potential reasons for the characteristic differences in policy implementation from the perspectives of policy text attributes and institutional environment factors.The findings show that specific policy measures,concerns,themes,intensity and relevance indicators can reveal the fluctuations and variations of policy texts in the implementation of each subject,thus disclosing differences in policy implementation characteristics.It is also indicated that the conflicting inter-governmental relation and pressure system in the institutional environment affect the policy implementation.Specifically,the conflicting inter-governmental relation magnifies superior government’s influence on the policy practice of the government at the basic level,which,under the pressure system,carries out policies in a more radical manner.This research demonstrates that the comprehensive quantitative analysis framework based on policy texts is suitable for the analysis of policy implementation characteristics,and is more intuitive and detailed compared to policy text interpretation.For this multi-dimensional analysis framework combines qualitative and quantitative research,it can better present the characteristic differences in the policy implementation.Besides,the discussions on the potential reasons for such differences can complement and enrich the existing studies as they are based on the policy text attributes and institutional environment factors.
