摘要
[目的/意义]如何快速的掌握区域技术创新政策的主题变迁以及演变规律,是政策研究的热点问题。政策文本是政策的核心要素,对其进行深度的内容挖掘对政策的制定具有重要的意义。[方法/过程]基于主题模型的新视角,在采集国家、北京市、中关村园区的2007~2015年出台的技术创新政策的基础上,利用R语言对政策文本进行主题挖掘,并对词汇高频词、热门主题和主题变迁趋势等进行综合分析。[结果/结论]国家层级技术创新政策主要集中在基金管理、技术创新和改革发展机制上,北京市层级政策集中在创新产业发展、融资和资金管理上,中关村园区层级政策主要集中在银行信贷、金融服务和基地建设上。研究所得数据为区域技术创新政策法规体系的制定提出完善建议,为政策制定和出台提供数据支持。
[ Purpose/Significance ] How to quickly master the theme change and evolution law of regional technology innovation policy is a hot topic of policy research. Policy text is the core element of policy, and deep content mining of it is of great significance to the formulation of policy. [ Method/Process] Based on the new perspective of the topic model, the technological innovation policies from 2007 to 2015 of the three levels of national, Beijing municipal city and Zhongguancun Science Park, the study used the R language to excavate the policy text and analyzed the high frequency words, popular themes and trends in the theme comprehensively. [ Result/Conclusion ] The state-level policies of technology innovation mainly focus on fund management, technology innovation and reform and development mechanism. The Beijing municipal city-level policies are concentrated on the development of innovation industry, financing and fund management. The policies of Zhongguancun Park are mainly about bank credit, and base construction. Some suggestions on the formulation of regional technical innovation policies and regulations are put forward, and the analysis can provide data support for future policy formulation.
