摘要
习近平关于政策制定的重要论述,是构建中国特色政策科学最为重要的思想源泉和理论遵循。这些论述综合起来,构成了比较完整的政策制定思想。从权力行使、人民意志体现上理解政策制定的本质,以实际的政策行动实现新时代科学政策理论的建构是习近平政策制定思想的基本逻辑;在政党主导、凝聚共识的政策制定过程中,实现有序政策民主与政策决策现代化的双赢,形成围绕中心、抢抓机遇的政策制定风格,注重协调、讲求延续性的政策制定思维等,是习近平政策制定思想的主要内容。这一思想科学回答了在中国特色社会主义新时代"为谁制定政策""谁来制定政策""如何制定政策"和"制定什么样的政策"的重要命题,既区别于西方的"否决政策"过程,又不同于"动员决策"的传统,形成了新时代中国特色社会主义政策制定模式,体现出中国智慧、中国风格和中国气派。
Xi Jinping's discussions on policy-making constitute the most important source of inspiration and theoretical basis for establishing the science of policy making with Chinese characteristics.These discussions together form a comparatively complete idea on policy-making.The basic logic of Xi Jinping's idea on policy-making is to understand the nature of policy-making from the perspective of the exercising of power and the realization of the will of the people,and to realize the construction of the scientific policy-making theory in the new era through actual policy actions.Its main content is to achieve a win-win situation between orderly policy democracy and the modernization of policy-making in the party-led and consensus-building process of policy making,so as to form a policy-making style that focuses on the center and quickly seizes opportunities,with a way of thinking that emphasizes policy continuation.The scientific answers to such important questions as"for whom the policy is made","who makes policies","how policies are made"and"what kind of policies are made"in the new era of socialism with Chinese characteristics differ from both the"veto policy"process in the West and the"mobilization"tradition of decision-making,thus forming the new model of policy-making of socialism with Chinese characteristics in the new era,which reflects the Chinese wisdom,Chinese style and Chinese manner.
