摘要
笔者根据公立医院招标采购中心的工作需求以及招标采购管理过程中涉及的注意事项,分析现阶段公立医院招标采购过程中存在的问题,提出涉及项目主管部门、执行部门、监管部门等多方的招标采购全生命周期流程的功能模块设计,并对各功能模块进行详细说明,最后给出构建招标采购管理信息化平台的建议,能够为公立医院工程招标采购全流程信息化建设提供参考。
According to the work requirements of the public hospital bidding and procurement center and the precautions involved in the bidding and procurement management process, the author analyzes the problems existing in the bidding and procurement process of public hospitals at the present stage, puts forward the functional module design of the whole life cycle process of bidding and procurement involving project competent departments, executive departments, regulatory departments and other parties,and describes each functional module in detail. Finally, this paper puts forward some suggestions on the construction of bidding and procurement management information platform, which can provide a reference for the information construction of the whole process of bidding and procurement of public hospitals.
