摘要
科学是第一生产力,随着我国经济的快速发展,对科研的投入逐步增大,科研机构中实验室建设项目也越来越多。实验室建设和修缮与住宅等传统工程项目相比,具有建设专业性强、技术复杂、预算使用国家财政性资金等特点,因此需要选择合适的实施单位,招标采购是十分重要的工作。以某科研院所招标采购管理流程为例进行探究,主要包括建设需求确定、招标采购流程、结果确认、实施监督等环节,为以后类似实验室工程项目的招标采购管理提供借鉴。
Science is the primary productive force.With the rapid development of my country's economy,the investment in scientific research is gradually increasing,and there are more and more laboratory construction projects in scientific research institutions.Compared with traditional engineering projects such as residences,laboratory construction and repair has the characteristics of strong construction professionalism,complex technology,and the use of national financial funds in the budget.Therefore,it is necessary to select a suitable implementation unit,and bidding and procurement is a very important work.This paper takes the bidding and procurement management process of a scientific research institute as an example to explore,mainly including construction demand determination,bidding and procurement process,result confirmation,implementation supervision and other links,which can provide reference for the bidding and procurement management of similar laboratory engineering projects in the future.
