摘要
高校政府采购工作具有采购品种多、采购数量大、采购内容专业性强、审批过程繁琐、审批进程需追踪乃至采购后需评价反馈等特点。该文在系统分析高校政府采购工作特点的基础上,设计并开发了一套高校政府采购管理信息化系统,实现对项目预算审批、采购执行和评价反馈的信息化管理,有效地完善了高校政府采购工作的业务流程,提升了高校政府采购管理工作的效率和水平。
The government procurement in colleges and universities has some features such as many varieties, large quantities, professional demands, difficult approval processes, approval processes required to track, and after procurement the evaluation and feedback are needed. Based on systematic analysis of the features of government procurement, a government procurement management system in colleges and universities, which can manage approval of the budget, procurement, and evaluation of procurement, is developed. By the system, the process of this government procurement was improved, and the efficiency and level of this government procurement management are enhanced.
